With further reference to your favour of the 18th
April 1910 I beg to state that I have not received payment of
the additional instalment of $5,000 being amount retained under
contract No. 17 of 1903 as promised in above letter. I have
made enquiries at the Treasury and they informed me that you
have not issued the order. I shall be much obliged if you will
kindly grant the allowance.
